Competitive Dialogue

Competitive Dialogue is available for complex procurements where it is considered that neither the open or restricted procedures will allow the award of the contract. This procedure allows your organisation to enter into a dialogue with bidders before seeking final tenders from them. Competitive Dialogue must not be used as a substitute for insufficient procurement research that would otherwise have enabled the open or restricted procedures to have been used.

The minimum time limit for receipt of requests to participate is 30 days from either the date on which the contract notice is sent, or where a prior information notice is used as a means of calling for competition, the date on which the invitation to confirm interest is sent.

The minimum time limit for the receipt of initial tenders is 30 days from the date on which the invitation is sent (may be reduced where PIN is used, which was not itself used as a means of calling for competition, and if tenders are submitted electronically).
