The principles of equal treatment, non-discrimination, transparency and proportionality apply to procurement irrespective of the contract value (to note, proportionality is a new specifuc duty under the Public Contracts Regulations 2015).
In accordance with the refreshed Wales Procurement Policy Statement 2015, all requirements over £25,000 (but below the applicable OJEU threshold), as well as those requirements which are not fully subject to the provisions of the Public Contracts Regulations 2015, should be advertised using either the RFQ or Non-OJEU Notice facility on www.sell2wales.gov.uk. The choice will depend on your own organisation's thresholds for competitive procurement.
